Arenas: Shadow Sight change (src)
We have another change to the Arena that could alter things some as well. I thought it would be worth noting that we've made a change to Shadow Sight in patch 2.4. It is now going to increase damage taken by 5% rather than dealing damage over time. The duration has also been reduced from 21 seconds to 15 seconds.

* Characters will now retain talented spell ranks so when they retalent they do not have to relearn the spells from trainers.
* Spell Haste: Spell haste now reduces the global cooldown on spells, down to a minimum of 1 second. This change does not apply to melee and ranged abilities.
Items
* Players will now be able to purchase level 70 Superior quality PvP items from reputation vendors.
* Items intended for Retribution Paladins have had their stats adjusted. Retribution Paladins should see an increase in dps as a result.
* Players can now only carry 80 Conjured Manna Biscuits at a time.
Warrior: Endless Rage to provide significantly more rage in 2.4(src)
The fix in 2.4 should have Endless Rage provide significantly more rage.
Warrior: Crit rate as Fury(src)
While I agree there is no exact number to shoot for in crit, in 2.4 we plan to make the off-hand weapon critical hits from Whirlwind trigger Flurry and Rampage which should improve damage a bit.
Druid: Lacerate to scale with Attack Power(src)
The Feral bears will be seeing an improvement with Lacerate dealing additional damage based on your attack power.
Diminishing Returns Removed from Honor in 2.4
It seems 2.4 isnt that far away according to a very recent post (30 min old) from Drysc, he also gives us a preview of one of the larger changes for PvP that's currently planned for the 2.4 patch. (Source)
As the PTR approaches we wanted to give everyone a preview of one of the larger changes for PvP that's currently planned for the 2.4 patch.
Currently, diminishing returns are applied to all honorable kills. What diminishing returns mean for honor is that each subsequent kill of the same target will reward you with less and less honor; 10% less per kill to be exact. One of the major downsides to diminishing returns is that the calculations, for potentially hundreds of thousands of players, is too intense to do real time, so they are calculated during off-peak hours. This in turn requires that the honor you gain be temporarily displayed as "estimated" until the calculations are run. It's a system that we've certainly improved (moving the calculation from weekly to daily) but still always disliked. It creates a very uninteresting and sometimes aggravating or confusing detachment from your achievements and the actual reward.
The reason for diminishing returns has always been to avoid the potential exploitation of the honor system. As the game has evolved, especially the honor and battleground systems, exploitation of the honor system now without diminishing returns would no longer be considered a lucrative alternative to simply participating in a battleground normally. We've also greatly improved our ability to monitor and track exploitation of this nature.
We've reached a point where we're now confident that applying diminishing returns to honor is no longer necessary, and we're currently planning to remove it with the 2.4 patch.
With this change we’re including a few restrictions as well though: Players that have the resurrection sickness debuff will not be worth any honor, and if a player dies 50 times or more
during a battleground they won’t be worth any honor for the remainder of that battle.
What the removal of diminishing returns means for you is that as soon as you defeat an opponent that rewards you honor, you will receive that honor, and you will be able to spend it right then. There will no longer be an estimate, and you will no longer need to wait until the next day until you can actually spend it. Your achievements through honor-based PvP will be instantaneous.

We have a few changes planned for patch 2.4 that we'd like to share a little bit with you. First, all 25-player raid bosses will drop more gold and those who dropped set tokens will drop one additional token. Additionally, the the loot dropped by Doomlord Kazzak and Doomwalker has been changed to bind-on-equip. These two outdoor raid bosses will also drop much more gold than before as well.
Lastly, Scale of the Sands reputation will now be awarded in Hyjal at a much higher.

Mage: Conjured manna biscuit changes (src)
I do know that in patch 2.4 players can only carry 80 of your delicious conjured manna biscuits at one time. As a result, you should experience less banquet-creating frustration. Sorry, the spell icon will remain the same and not look any more new or unique.
Priest: Fear Ward useable while in Shadow Form (src)
Maybe being able to use Fear Ward while in Shadow Form would help? Yeah, I like this idea, we'll roll with it in the next patch.
Shaman: Healing Grace and dispell (src)
One thing that will help is that in patch 2.4, healing grace will reduce the chance that all of your spells will be dispelled by 10/20/30%.
Warlock: Ritual of Summoning changed (src)
Patch 2.4 will remove the restriction for Ritual of Summoning that prevents you from summoning players into instances. Provided the player meets the instance requirements, you'll be able to summon them in from anywhere in the world.
Transmutation and Void Crystal (src)
You're pretty close, but it's actually going to be a part of Enchanting. Once every 24 hours, through Enchanting (not Alchemy) you'll be able to split a Void Crystal into two Large Prismatic Shards. This is through a new recipe that's being added in 2.4.
This helps reduce the exorbitant prices currently being seen for Large Prismatics, and helps raise the value of the Void Crystals. While this is the only change planned in 2.4 to help the Void Crystal prices, we're still looking at the possibility of additional 'help' for Void Crystal value in the future.
Looting UI Changes (src)
Since I've decided there's absolutely no relevant thread I could ever find to throw out this info...
We're making some improvements to the way the looting UI and related functions work in 2.4. These are just a couple of the changes planned.
First when you loot a Bind on Pickup item that only you can pick up (such as Heroic Badges) you'll no longer see the confirmation dialog. One less pop-up to deal with, obviously you want your badges, AMIRITE?
Also when you loot a Bind of Pickup item the confirmation window is going to list the name of the item in the window. You'll be able to identify that you're getting the right items much easier now.
There are a few more but I won't ruin all the surprises.

Some noteworthy blue posts today, especially the first one about loot generation, there have been several urban legends to guess how loot was determined (i.e. Mr Lucky as raid leader = good drops!).

Loot is generated upon creation.
As soon as you step into an instance, or a mob is created in the world, the loot that's going to drop has already been determined.
What are the variables in the random generator's kernel, is it based on some attribute of the players in the raid, or the raid leader?
Heh no, I believe it uses a time stamp to seed the generator. So, there's nothing you can influence within the game that would alter or coerce the generator.
The time it uses to seed would have no real implication into the final outcome of what loot its given. On a long enough generation table, you may see some type of pattern based purely on a random generators inability to truly be random. But we're talking about astronomical numbers, something ridiculous like hundreds of billions of generations. Nothing you would or could see a pattern in during your time playing the game.
What you're seeing is pure and basic laws of probability. Have a few thousand people roll a pair of dice and you're bound to see hundreds of people able to roll snake-eyes 10 times in a row. (not that dice are truly random either)
As for Quest items, they are always there, they're just hidden if you don't have the quest.
Personal Rating Issue
An issue has been identified that is sometimes causing players to be removed from the wrong Arena Team when attempting to leave a different team (being removed from the 5v5 team when trying to leave the 2v2 team, for example).As a direct result of this some players are inadvertently losing some of their personal rating.
We expect this issue to be resolved in an upcoming patch, but we regret to inform you that our support teams will be unable to reimburse any lost ratings during this time. (src)

US: Dont expect a new non-transfer realm (src)
At this time we have no announcement to make regarding a new non-transfer realm. But we wanted people to know that Ghostlands is a brand new realm that people are transferring to and we will open up character creation for everybody once the transfers are complete.
Blizzard don't plan to increase flight speed anytime soon (src)
We've stated a few times that the higher end flight speed right now is right up to the limit (and maybe a bit faster) of the speed we want players traveling at. It's unlikely that we'll allow it to go too much faster.
Reason behind Ghostlands (new PvE server) creation (src)
There are no low-pop PvE realms that we could transfer to, thus, Ghostlands.
Don't take the population tags too literally, there are no PvE realms that could be considered medium population. That is, of being anywhere near "half-full". All current PvE realms are at 85%+ capacity.
The low/medium/high tags are relative to the populations on other realms in that battlegroup.
Don't expect Alliance <-> Horde transfers (src)
Is there anything being looked into as far as Alliance->Horde transfers? As in changing the faction of your character?
It's always been talked about within the community and so it's something we've always been aware of. I think the undertaking is just so complex and potentially dangerous to the game that it's not something we're currently investing in. The Blood Elf addition to the horde, as well as the shaman/paladin swap were probably the biggest attempts at encouraging better faction balance. Trust me when I say US realms have it really great as far as faction balance goes.
WoW mobile rumor part 2: BattleChat (via Blizzplanet)
Last Saturday, Pocketgamer.co.uk reported interesting rumors from the Mobile Games Forum suggesting that Vivendi might work on a World of Warcraft Mobile.
Yesterday, Blizzplanet made an interesting find at the US Patent and Trademark Office website (back in August, a similar find allowed us to confirm Wrath of the Lich King as the future WoW expansion):

Keep in mind, that is merely speculation, nothing has been officialy confirmed by Blizzard.

World of Warcraft publisher Vivendi Games has announced that its full year sales rose more than 26.6 percent to €1.02 billion ($1.51b) in 2007 on its 10 million strong WoW subscriber base, as its mobile and Sierra division sales fell due to unfavorable currency exchanges.
Blizzard's sales alone rose 58 percent over 2006 to €814 million ($1.20 billion), offsetting the decline in its Sierra Entertainment, Sierra Online and Vivendi Games Mobile businesses, which fell 29 percent to €204 million ($301 million). WoW's subscriber base rose by 2 million over the year.

Warsong Gluch and time issues
Drysc said a few words about the time issues (long queues to get in) with Warsong Gluch, they plan to fix it, but it seems its not going anytime soon (not 2.4).
We agree, and while it's nothing we could discuss now in any detail, there have been some different ideas tossed around and tested internally that would attempt to address those same concerns. Given that, these aren't changes that are likely to surface soon. (src)

Europe: 29/01 Recent latency
Over the last few weeks, different issues have caused latency on some of our realms and cross-realm Battlegrounds (CRBGs), especially the Blackout, Bloodlust and Cataclysme Battlegroups. While most of the issues have already been resolved through our work with our service provider partners, we are aware that some latency issues are still affecting these Battlegroups, and to a lesser degree some other Battlegroups.
We have implemented a workaround to alleviate some of the CRBG latency at peak hours and are working diligently on a permanent solution. We will update you on the matter as soon as we have new information available. (src)

Season 2 Gear available for honour (same price as S1) when season 4 starts (src)
when Season 4 starts, will Season 2 gear be available for honor?
That's the plan.
It means that Season 1 gear will no longer be available. Season 2 will take its place on the honor vendors for the same price that Season 1 gear is now.
This is, also, the plan. Also not set in stone at the moment, but that's been the idea from the start. New season sets cycle in, the old ones are sloughed off.

Blizzard added a new Wallpaper featuring a nice artwork from the World of Warcraft Trading Card Game.
This new wallpaper features a mysterious night elf druid, poised for the strike. The artwork is taken from the Barkskin card, a card which is used to prevent ability, ally, and equipment cards from being interrupted.

Europe: 29/01 Recent latency
Over the last few weeks, different issues have caused latency on some of our realms and cross-realm Battlegrounds (CRBGs), especially the Blackout, Bloodlust and Cataclysme Battlegroups. While most of the issues have already been resolved through our work with our service provider partners, we are aware that some latency issues are still affecting these Battlegroups, and to a lesser degree some other Battlegroups.
We have implemented a workaround to alleviate some of the CRBG latency at peak hours and are working diligently on a permanent solution. We will update you on the matter as soon as we have new information available. (src)

when Season 4 starts, will Season 2 gear be available for honor?
That's the plan.
It means that Season 1 gear will no longer be available. Season 2 will take its place on the honor vendors for the same price that Season 1 gear is now.
This is, also, the plan. Also not set in stone at the moment, but that's been the idea from the start. New season sets cycle in, the old ones are sloughed off.

The feedback threads have been read and continue to be read for any additions. We've also been taking notes. Some class forums have some pretty clear consensus on what they feel is lacking or could be made better and some classes are a bit more varied in their thoughts and ideas.

New TCG Wallpaper: Barkskin
Blizzard added a new Wallpaper featuring a nice artwork from the World of Warcraft Trading Card Game.
This new wallpaper features a mysterious night elf druid, poised for the strike. The artwork is taken from the Barkskin card, a card which is used to prevent ability, ally, and equipment cards from being interrupted.

2.4 getting closer, Mojo, maintenance, 2.3.3 Issues update

Yesterday, EU ptr forums have been wiped, they are definitely getting community tools ready for 2.4 launch/info. (src)
To keep this forum relevant to the current or upcoming version on the PTRs, all old threads have been removed. This will be done soon after each patch test cycle is completed and the patch is applied to the regular realms.
Informational sticky threads will be reposted after each forum wipe, and as new information about the current or upcoming patch becomes available it will be added in this forum.
Players get to keep their MojoWe made an update about it yesterday, so its just a reminder for today.
Mojo wasn't intended to be gotten for a kiss outside of Zul'Aman. You will need to get a hex stick and try your luck on the frogs inside Zul'Aman.
In the meantime, those that have managed to acquire Mojo will be able to keep him. Yes, you get to keep your Mojo. (src)
US: Extended Maintenance
We will be performing extended maintenance for all realms on Tuesday, January 29. The downtime will begin at 3:00 AM PST and end at approximately 11:00 AM PST. (src)
2.3.3 Known Issue List updated
Hortus changed the 2.3.2 Known issues thread to 2.3.3 and made some additions. We will only list the new additions, the full listing can be read on official forums.
General
- Male Blood Elves do not blink.
- The Gnome racial ability Escape Artist does not remove the Unstable Cloud debuff.
Environment
- The chests in Zul'aman can be looted by other players who were not in tap list.
- Burning troll huts on Hatchet Hills are not dealing any fire damage.
- Wooden spikes jutting from pillars in Circle of Blood arena are causing line of sight issues.
- There is a floating tree root northwest of Garadar in Nagrand.
- The Legion Ring boundary markers occasionally disappear.
Quest
- The level range of the quest, Bring the Light is inconsistent with the level range of the Razorfen Downs dungeon.
- The quest "Delivery to Tranquillen" cannot be accepted if you have "Suncrown Village" in your quest log.
- Cipher of Damnation shows place holder icon on the castbar portrait when used.
- Horde players are able to loot Salvageable Metal doodads on the Alliance side of the Path of Glory, Hellfire Peninsula.
NPCs
- The name plate for Gutripper while he is flying in motion is too high.
- The Doomguard Punisher displays internal icons during possession transfer.
- Booty Bay Bruisers spawn when speaking with Landro Longshot, preventing players who are hated by Booty Bay from redeeming UDE items.
Classes
Druid
- Pets will continue to attack a target after it has been effected by Druid's Maim ability.
Hunter
- Snakes from a Hunter's Snake Trap can Daze players.
Priest
- Cheap Shot is removing Touch of Weakness, but is not proc'cing the Touch of Weakness debuff.
- The Priest talent Inner Focus will lose its charge when the ability Shadowguard procs. Rogue
- The proc from Cheat Death will cause a player to stand up.
Warrior
- Endless Rage is not granting the correct bonus to rage generation.
Items
- Casting time is interrupted whenever the Darkmoon Card: Madness procs.
- The equip bonus of the Vengeful Gladiator's Dragonhide Gloves is not functioning properly.
- Libram of Avengement is applying it's buff when auto-attacks refresh judgements.
- Helm of Assassination removes the jaw of undead males models.
- The Burrower's Shell (23558) cannot be disenchanted.
- Typo in the item tooltip of Dark Iron Bomb and The Big One.
- Coarse Gorilla Hair cannot be placed in a Leatherworker's Satchel.
- Paladin Retribution Tier 5 armor set Crystalforge Battlegear bonus is not functioning correctly.
- The proc effect of the item Band of the Eternal Sage has a longer duration than indicated in the item tooltip.
- No sound plays when players sheathe or unsheathe the Sin'dorei Warblade.
- Level 50 class quest rewards are inconsistent in their ability to be disenchanted.
- Bulwark of the Amani Empire is attached farther away than normal on the arm and backs on all races.
- Infused Amethyst has an inconsistency in its tooltip.
Tradeskills
- A Druid can make Bandages while in feral forms.
- Recipe: Hot Apple Cider is appearing yellow in the cooking UI, even though it provides no skill ups.
UI
- The Trade Channel is not functioning properly when players zone out while using a chat macro.
- Interface option to always display status bar text on experience bars does not work correctly for Reputation.
- Deleted characters take up space in an arena team.
- The "Unread Mail" icon will not appear for players who receive returned mail that contains no text.
- The "Unread Mail" icon does not tell players who the mail is from when their auctions are sold / canceled.
- Inspecting a player with an unlearned talent that teaches an ability that you meet the requirements for will show "Click to learn" on the talent inspection UI.
- Buffs gained from herb gathering do not appear in combat log.
- Vertex shader state effects are not correctly appearing between logins.
